TERMS AND CONDITIONS FOR RUNKLE’S INC.

Welcome to the website of Runkle’s Inc. (operating as Runkle's Notary, Tag, Title and Insurance, hereinafter referred to as "Runkle’s", "we", "us", or "our"). By accessing or using our website, located at runkles.com, or utilizing our physical services at our York, Hanover, Red Lion, or Shrewsbury, Pennsylvania locations, you agree to comply with and be bound by the following Terms and Conditions. Please review them carefully.

1. Services Provided & PennDOT Authorization

Runkle’s is a privately owned, employee-owned Pennsylvania corporation. We are a PennDOT Authorized Service Center and an authorized Maryland MVA partner, offering vehicle registration, driver's licensing, notary public, and messenger services.

  • State Agency Status: Runkle's is not a government agency. We act as an authorized intermediary to process transactions with the Pennsylvania Department of Transportation (PennDOT) and other state entities.

  • Instant Processing: While we offer instant online processing for many motor vehicle transactions, final approval is subject to state agency systems and regulations.

2. Notary and Documentation Requirements

To perform notary, tag, and title transfers, users must strictly adhere to Pennsylvania statutory rules:

  • Identification: All signers and vehicle owners must present valid, unexpired government-issued photo identification (such as a PA Driver's License or ID card).

  • Physical Presence: For all notary public actions, the signing party must be physically present in front of our notary agent.

  • Document Accuracy: The customer is solely responsible for verifying the accuracy of the odometer readings, vehicle identification numbers (VIN), and names on the documents submitted to Runkle’s.

3. Mobile Notary Services Addendum

For the convenience of our clients, Runkle’s offers off-site mobile notary services.

  • Travel Fees: A non-refundable travel fee will be quoted and charged at the time of booking. This fee covers the notary’s travel time and expense. It is due even if the notarization cannot be completed due to missing identification, uncooperative parties, or inadequate documentation.

  • Safe Environment: The client must provide a safe, clean, and secure environment for the mobile notary. Our agents reserve the right to refuse service and leave the premises if they feel unsafe, threatened, or if fraudulent activity is suspected.

4. State Fees vs. Service Fees

Transactions handled by Runkle’s involve two separate monetary components:

  • State Fees: Fees levied directly by PennDOT or other state bodies (e.g., sales tax, registration renewals, title fees).

  • Service/Messenger Fees: Fees charged by Runkle’s for the convenience, preparation, and rapid processing of your documents.

  • Payment Terms: Payment is due at the time of service. We accept major credit cards and standard payment methods. State and service fees are non-refundable once the transaction has been submitted to PennDOT or the document has been notarized.

4. Insurance Services Disclaimer

Insurance quotes and policies provided through Runkle’s (including services partnered with Patricia Kolbert or third-party carriers) are subject to separate underwriting guidelines.

  • A quote generated on our website or over the phone does not constitute a binder of insurance coverage.

  • Coverage is only active once fully bound, signed, and the initial premium is accepted by the respective insurance carrier.

5. Limitation of Liability

To the fullest extent permitted by Pennsylvania law, Runkle’s, its employee-owners, and agents shall not be held liable for:

  • Processing delays caused by PennDOT system outages, mail delays, or incomplete client paperwork.

  • Financial loss resulting from incorrect data submitted by the client.

  • Denials of titles or registrations by state authorities due to unresolved liens, flags, or legal blocks on a customer's record.

6. Privacy & Data Handling

Your use of this website is also governed by our Privacy Policy. Because we handle highly sensitive personal information—including social security numbers, driver's licenses, and vehicle titles—we adhere to strict security protocols to keep your information secure. We do not sell user data to third parties.

7. Governing Law

These Terms and Conditions are governed by and construed in accordance with the laws of the Commonwealth of Pennsylvania, without giving effect to any principles of conflicts of law. Any legal actions arising from your use of our services must be filed in the courts of York County, Pennsylvania.

8. Changes to Terms

Runkle’s reserves the right to modify these Terms and Conditions at any time without prior notice. Continued use of our site or services after changes are posted constitutes your acceptance of the updated terms.
